The 2025–2026 PreRulemaking Measure Review (PRMR) Measures Under Consideration Recommendations Report is now published. The report brings together insights from the Clinician, Hospital, and PostAcute/LongTerm Care Advisory and Recommendation groups convened by Battelle’s Partnership for Quality Measurement (PQM).
These recommendations help inform the Department of Health and Human Services (HHS) as it selects quality measures for Centers for Medicare & Medicaid Services (CMS) programs—supporting national efforts to advance high quality health care.
Report Highlights
Committees reviewed 24 measures, with some measures evaluated for multiple programs. This resulted in 41 total committee votes across 10 CMS programs:
- 21 measures received consensus support
- 7 did not reach consensus, but had majority support
- 4 did not reach consensus, with the majority expressing concerns
- 9 did not reach agreement
