Comment on 2025 Measures Under Consideration (MUC) List

The 2025 Measures Under Consideration (MUC) List is now available for public comment through January 6, 2026. The MUC List outlines measures the Centers for Medicare & Medicaid Services (CMS) is considering adopting for use in quality reporting and value-based programs. We encourage the public to review the MUC List overview document, the MUC List, and supporting materials for each measure on the measure-specific page. Anyone may comment during the written public comment period or the live Listening Sessions in January.

2025 MUC List Highlights

  • A total of 24 unique measures included for consideration, of which ten are currently implemented in Medicare programs: eight are on the MUC List due to substantive changes made to their specifications, and two are on the MUC List because they were submitted for use in additional programs.
  • One hundred percent (24 of 24) of the measures rely on data submissions using at least one digital data source and 96% (23 of 24) of these measures rely on data submissions using only digital data sources, which is consistent with CMS’s priority for the development of interoperable and digital quality measures.
  • Twenty-nine percent (7 of 24) of the measures address the Chronic Conditions and Related Acute Events Meaningful Measure Priority, while 25% (6 of 24) of the measures address the Safety Meaningful Measure Priority, reflecting the importance in improving healthcare quality and patient well-being.

How to Submit a Written Public Comment 

  1. Navigate to the list of open MUC List measures.
  2. Filter the list by Medicare Program or Committee.
  3. Click the measure title from the filtered list.
  4. Click the ‘Public Comments’ tab on the measure page to enter comments in the field.
  5. Attach additional documents to provide context to your comments, as needed.
  6. Repeat these steps to submit comments on additional measures.
