The Appeals Period is Now Open for the Fall 2025 Cycle and Closes at 11:59 PM (ET) on March 17.
In February, Battelle led the Fall 2025 Recommendation Group endorsement meetings to discuss and share perspectives on the measures under endorsement review. Recommendation Group members reviewed 39 measures across the four project areas. Each measure was discussed and voted on during the meetings.

- 10 measures were endorsed with conditions
- 1 measure was not endorsed

How to Submit an Appeal
- Anyone may submit an appeal for a Fall 2025 endorsement decision by 11:59 PM (ET) on March 17.
- Please email [email protected] with the subject line “Appeal Submission for CBE #XXXX.”
- If an appeal is eligible, the Appeals Committee will convene on March 31 to review the appeal.
Appeal Eligibility Criteria
- Appeals of Endorsed Measures: For measures that were endorsed or endorsed with conditions, the appeal must demonstrate:
- The appellant’s interests are directly and materially affected by the measure and Battelle’s endorsement has had, or will have, an adverse effect on those interests; and
- A procedural error occurred, there was a misapplication of measure evaluation criteria, or information available by the Intent to Submit deadline was not considered, potentially impacting the decision.
- Appeals of Measures Not Endorsed: For measures not endorsed or endorsement status has been removed, the appeal must be based on at least one of these factors:
- Misapplication of Evaluation Criteria: Specify which of the criterion you believe were misapplied and how.
- Improper Process: Specify the process step not followed, how it impacted the decision, and how it should have been handled.
