The final 2025 Guidebook of Policies and Procedures for Pre-Rulemaking Measure Review (PRMR) and Measure Set Review (MSR) is now available. Battelle reviews its guidebooks annually to ensure our processes and procedures are continually refined and reflective of feedback received throughout the year.
Updates are informed by expert input and public feedback to ensure rigor and transparency. Appendix A includes the public comments and Battelle responses. View the Guidebook of Policies and Procedures for PRMR/MSR.
Key Updates to PRMR/MSR
- Increased accountable care organization (ACO) representation on the Clinician Committee.
- Appointed new patient committee members to the Advisory Group.
- Added a public comment opportunity early in the MSR measure selection process.
- Updated voting procedures for PRMR so those who vote affirmatively can provide considerations for measure refinement, and those who vote negatively must provide their reasoning.
- Revised the conflict of interest policy to allow members with a conflict of interest to participate in Recommendation Group discussions, but not in voting.
